Silencers don't silence

Describe the bug

When attaching a silencer to any gun it won't change the sound to a muffled / silenced sound

To Reproduce
Steps to reproduce the behaviour:

1. place a gun modification table
2. attach a silencer to any gun
3. shoot the gun

Versions (please complete the following information)

• Forge: 14.23.5.2768
• Flan's Mod: 1.12.2 branch (at 425eee3)
