refactor(app): wire application shell and UI tests

Wires the new phone application shell and adds focused UI and emulator coverage.

What was added

• Manifest entries required by the Compose application and diagnostics flow.
• Compose screen robots and tests for onboarding, setup, recording, and licenses.
• Emulator tests for phone sensor recording and wearable-file reception.
• Policy-link unit coverage.

How it works

Compose tests drive semantic nodes through reusable robots, while emulator tests exercise the real Android service and cross-device receiver boundaries. The updated manifest exposes the activities, services, permissions, and file paths required by those runtime flows.

Layer 13 of 31 in the SensorBox refactor stack. Review this PR against its configured base to see only this layer.
