Description of proposed changes

Bump the minimum required GMT version from 6.1.1 to 6.2.0. Also update GitHub Actions CI workflows to use GMT 6.2.0.

Related to #1320, Supersedes #1290 and #577.

Reminders

  • Run make format and make check to make sure the code follows the style guide.
  • Add tests for new features or tests that would have caught the bug that you're fixing.
  • Add new public functions/methods/classes to doc/api/index.rst.
  • Write detailed docstrings for all functions/methods.
  • If adding new functionality, add an example to docstrings or tutorials.

Follow NEP29 (xref GenericMappingTools/pygmt#1074), setting minimum required versions to NumPy 1.17+ and Python 3.7+. Also set minimum of GMT 6.2.0 as per GenericMappingTools/pygmt#1321.
