Following SPEC0 policy, pandas 2.1 should be dropped in 2025 quarter 3.
Bumps the minimum supported pandas version to 2.2 in the following files:
.github/workflows/ci_tests.yamlenvironment.ymlpyproject.tomlrequirements.txtSupersedes #3895.
