Change composer requirements to point to released package

Description

Successor to #5848 - if the tests are working, that means I did it right (it means the package is there!) The only type of failure that would happen if something in this process went wrong would be an import error.

Note: It's a good idea to open an issue first for discussion.

• Tests pass: nox -s py-3.6 (see Test Environment Setup)
