Home screen shortcut creation can only be used once

Steps to reproduce/复现步骤

1. Go into system status
2. Use the option to create a 'Home screen shortcut' under the 'How to open Vector' section and place on Home screen
3. Install a new launcher
4. Try to create a new home screen shortcut and the option is unavailable

Expected behaviour/预期行为

Would like to invoke the action to create a home screen shortcut more than once

Actual behaviour/实际行为

option is unavailable once it has been used

No this is not the same issue as #869. I know where the setting is located and have used it.

The problem is that after you have used it once, you cannot use it again. I added a shortcut to my home screen, but afterwards I installed a new launcher and could no longer add a shortcut because that option changes to a completed tick icon and the button isn't useable.

Yes, I did go back to the old launcher and remove the shortcut there. That didn't reset the status of the button on the status page to create a new shortcut, but it did cause the module to prompt that no shortcut existed on opening it that allowed a new one to be created from that prompt. I'm not sure what would happen if I were to close that prompt without creating a new one as I may never see that prompt again and the option on the status page would still be unavailable.

Ultimately, it just seems unnecessary to remove the button to create a shortcut on the status page. It could remain active to be reused as needed (maybe someone would even want a second shortcut in a different folder on their home screen?).
