CompatHelper: bump compat for ArnoldiMethod to 0.2, (keep existing compat)

This pull request changes the compat entry for the ArnoldiMethod package from 0.0.4, 0.1 to 0.0.4, 0.1, 0.2.
This keeps the compat entries for earlier versions.
