Update remaining QueryWatch dependencies

Updates the two remaining QueryWatch dependency bumps after the original Dependabot branches became stale/conflicted while the other compatible updates landed.

• Microsoft.EntityFrameworkCore.SqlServer 8.0.29 -> 8.0.31
• Microsoft.Data.Sqlite 10.0.11 -> 10.0.12
• The change is equivalent to #64 and #60, whose stale branches will be closed after this replacement is available.
• Aggregate validation with all nine requested updates: Release restore/build passed, 131 non-smoke tests passed, and the vulnerable-package audit reported no vulnerabilities.
