Rationale

See related PRs for the changes that are included in this Rlabkey version bump. This PR just bumps the version and adds the release notes info.

FYI, I'll be pushing the Rlabkey 2.7.0 package version created by TeamCity to CRAN shortly. And will wait to merge this PR until they accept the version.

Hurray! CRAN has accepted this Rlabkey 2.7.0 version after I fixed up that mysterious LaTex error during the "check" command. @labkey-klum would you mind reviewing this PR when you get a chance and I'll get it merged?
