Добавлен ограниченный по числу taps FIR Q15 с int64 accumulation, округлением ties-away и saturation. Один CSV-набор проверяется независимой Python Fraction-моделью, C++ float и fixed. Устранена case-only коллизия PR templates на Windows.
Проверка: CMake/GCC 13 warnings-as-errors build и все 16 CTest PASS. Это software evidence; RTL/MATLAB/hardware не заявляются.
Аппаратные и MATLAB-результаты не выдумывались. Изменения представлены для review отдельными небольшими коммитами.
