Remove 5 openspec change artifact files that were archived via
/opsx:archive hooks-config-independence. The spec has been synced toopenspec/specs/hooks-config/and the change directory was archived locally — these originals in the trackedopenspec/changes/path are no longer needed in the repo (openspec is gitignored globally).Just a cleanup commit, no code changes.
