Fix: Unable to delete startup parameters & Add Simplified Chinese (zh-rCN) translation

• Startup Parameters Page: Fixed an issue where users were unable to delete parameter entries from the startup list.

2. Localization (l10n)

• Added Simplified Chinese (zh-rCN) translation resources:
  • Translated core VM, Kernel/Random, and NET/Core parameter documentation.
  • Translated app preferences, theme configurations, and startup settings.
  • Extracted several hardcoded setting strings into string resources for better localization support.
