@bird-dancer in #485 provided an image with a new IPSE region, that exposed an issue with the current descriptor parser, needs to be improved to support this new kind of descriptor:
- check if it's now 4k in size instead of 1k before
- fix the issue with access right bits showing "free-for-all" for every region
- add support new region types and offsets
- find the correct offset of VSCC table
- etc.
Once this is done, support for IPSE region parsing from #485 can be added correctly.
