Strips P0-01..P4-15, Phase references, and DP contract numbers from test group names, inline comments, and doc strings across all three packages. No functional changes. All 244 tests pass, precommit green.

- Remove all spec/phase/requirement-ID references from code and docs
- Delete dev-phase files from specs/ (PHASE plans, DEVELOPMENT, etc.)
- Delete root test/ and tool/ (CI infrastructure)
- Add AGENTS.md, .opencode/, opencode.json to .gitignore
- Fix gaps: SSG CLI, SSG runner (asset copy, dynamic segments, zero-overhead)
- Fix bot-aware delivery middleware with UA branching
- Add DocumentBuilder UA-blind contract test
- Add Island widget registration + entry-point tests
- Add JS budget checks (dispatcher, custom element, service worker)
- Coverage: hydraline 100%, hydraline_server 100%, hydraline_flutter 99%

Strips P0-01..P4-15, Phase references, and DP contract numbers from test group names, inline comments, and doc strings across all three packages. No functional changes. All 244 tests pass, precommit green.

- Remove all spec/phase/requirement-ID references from code and docs
- Delete dev-phase files from specs/ (PHASE plans, DEVELOPMENT, etc.)
- Delete root test/ and tool/ (CI infrastructure)
- Add AGENTS.md, .opencode/, opencode.json to .gitignore
- Fix gaps: SSG CLI, SSG runner (asset copy, dynamic segments, zero-overhead)
- Fix bot-aware delivery middleware with UA branching
- Add DocumentBuilder UA-blind contract test
- Add Island widget registration + entry-point tests
- Add JS budget checks (dispatcher, custom element, service worker)
- Coverage: hydraline 100%, hydraline_server 100%, hydraline_flutter 99%
