Add a new config file for the B-EC60to30wLI_with_double_count run that @JeremyFyke has been running.

Update the locations of mapping files and Atlantic MOC mask files for 2 other LANL configurations.

Update MOC computations to have a try/except around namelist option checks (which were crashing for older ACME versions such as used in B-EC60to30wLI_with_double_count).

This prevents the MOC code from crashing when namelist options
are not present (a temporary solution until we have support for
mapping namelist options)

Testing

I have successfully run the complete analysis on all three configurations at LANL modified by this PR by using the compute nodes. Until #164 is merged, it's dangerous to use the login nodes because of the huge memory consumption.

@xylar, do we need to do further testing here? Also, did you want to wait until #164 is merged to merge this PR?

No, I don't think further testing is needed or that we need to wait for #164. This PR is not directly related.
