v0.6.37: Add consensus recommendations

Adds a frontend-only Consensus Recommendation layer on top of the runtime-confirmed v0.6.36 Confidence and Position Robustness evidence.

Each EQ Assistant suggestion receives one combined advisory result:

• Recommended for High confidence + Robust
• Seat tune for High confidence + Seat-specific
• Review for lower confidence, unstable evidence, or missing evidence
• Guarded whenever an existing Crossover/Null Boost Guard is active

The EQ Assistant summary now includes recommendation counts. The current Passenger/Raw evidence is expected to show 3 Recommended + 1 Guarded while preserving Confidence 97/97/100.

This never changes filter generation, Confidence/Robustness scoring, Guards, On/Off state, Prediction, Apply Preview, Apply/Restore, snapshots, channel EQ, Store, backend APIs, or Goldhorn control. The active panel entrypoint remains kcc-soundlab-panel-0631.js and the v0.6.34 Measurement base remains unchanged.

Validation completed locally:

• Python syntax
• JSON parsing
• all frontend JavaScript syntax
• frontend cache-key consistency
• focused recommendation matrix including Passenger/Raw
• clean diff check

Version bumped to 0.6.37.
