Updates release metadata: bumps the root monorepo version to 782.0.0 and publishes @metamask/eth-json-rpc-middleware@23.1.0 with changelog entries (including typed-data prototype-pollution validation notes).

Propagates the new middleware version to @metamask/network-controller and aligns yarn.lock accordingly.
