Add bilingual VI API reference docs for CSM-TCP-Router (Server + Client)

This issue requests API interface documentation in both Chinese and English, modeled after the existing NEVSTOP VI Description documentation style.
This PR adds a new bilingual VI API reference for CSM-TCP-Router, organized by the two expected surfaces: Server VIs and Client VIs.

• What was added

  • Added English doc:
    • src/help/NEVSTOP/Communicable State Machine(CSM)/VI Description/VI Description(en-us)/VI Description(en-us) - CSM-TCP-Router.md
  • Added Chinese doc:
    • src/help/NEVSTOP/Communicable State Machine(CSM)/VI Description/VI Description(zh-cn)/VI Description(zh-cn) - CSM-TCP-Router.md

• Server-side API coverage

  • Documents the externally relevant Server VIs:
    • CSM-TCP-Router.vi
    • CSM-TCP-Router(Server).vi
  • Documents Router built-in server command surface:
    • List, List API, List State, Help, Refresh lvcsm

• Client-side API coverage

  • Documents public Client APIs under src/_addons/TCP-Router/ClientAPI/, including:
    • lifecycle: Obtain.vi, Release.vi
    • request patterns: Send Message and Wait for Reply.vi, Post Message.vi, Post No-Rep Message.vi
    • connectivity: Ping.vi, Wait for Server.vi
    • status/async/broadcast registration + queue/event-based consumption VIs
  • Restores compatibility guidance for legacy Register/Unregister Status Change APIs and recommends ... for Client.vi variants for newer integrations.

• Style and structure alignment

  • Uses the same VI Description-style markdown structure as the referenced documentation format (NOTE block + per-VI sections), with aligned English/Chinese content under src/help/.../VI Description/....
