Description

We ran into an unfortunate coincidence that #1249 was merged earlier today, which removed the Python 3.9 builds and so the Python 3.9 pipelines for this release branch breaks (PY39 cuda-bindings wheels not found). This PR contains a minimal backport of #1202 such that we stop building Python 3.9 cuda-core too.
