[codex] chore: touch non-eval skills for nvcarps ci

Summary:

• Mirrors GitLab MR !2 from ai_tools/cuopt-nvcarps-skills after the GitLab-origin update.
• Adds one no-op blank line to each non-eval skills/*/SKILL.md file.
• Adds generated skill-card.md and skill.oms.sig files for the same non-eval skills.
• Leaves skills with evals/ directories unchanged to avoid tier-3.

Validation:

• ./ci/utils/validate_skills.sh
• git diff github-upstream/main..HEAD --check
