I investigated this a bit further. This isn't an Xcode/SPM cache problem — the dependency currently referenced by the repository is genuinely unavailable.

Current Package.resolved points to:

revision: 4f1b27c1954818cc866985a0f4d4685931a00c89

and that repository currently returns 404.

Looking through the Anywhere Git history, AnywhereRules was introduced by commit 50049e9099ce144c9974f2aa9ff2f7c1ff9b8208 ("Move Rules.db to external package") on July 8.

Before that commit, the database already lived directly in this repository as:

Shared/DataStore/Rules.db

and RoutingRulesDatabase.swift loaded it with:

Bundle.main.url(forResource: "Rules", withExtension: "db")

The external package appears to be used only to expose AnywhereRules.databaseURL; the SQLite/routing implementation itself remains in Anywhere.

So there are two reasonable fixes:

1. Restore Rules.db to the main Anywhere repository and switch RoutingRulesDatabase back to Bundle.main.url(...), removing the broken SwiftPM dependency. This seems like the simplest/reproducible solution.

2. If Rules.db intentionally needs to remain separate, restore/publish AnywhereRules (ideally under NodePassProject) and make the referenced 1.1.0 revision publicly accessible.

For anyone needing a temporary source-build workaround, the last database that existed in the main repository can still be recovered from the parent of that change:

Then remove the AnywhereRules package reference/import and use Bundle.main.url(forResource:"Rules", withExtension:"db").

One caveat: that historical database predates later Rules.db updates (1.0.1 on July 28 and 1.1.0 / the X ruleset on July 30), so this is a build workaround rather than an exact recreation of the latest official rules database.

It would be great if the official 1.1.0 Rules.db could either be restored here or the AnywhereRules repository made public again, because at the moment a clean checkout of the public repository cannot resolve its declared dependency.
