Fixes#4356
Fixes#4370

  • move schemas/v1.2, schemas/v2.0, and schemas/v3.0 to _archive_
  • move tests/v3.0/* to _archive_/v3.0 for future use in a v3.0-dev branch
  • delete schemas/v3.1 and tests/v3.1 - these live in branch v3.1-dev
  • scripts/schema-test-coverage.sh - do nothing if src/schemas does not exist
