main: new schema coverage tool

This is an upport of

• Switch to @hyperjump/json-schema-coverage for schema test coverage #4762

with a few tweaks to make some test scripts independent of the branch they are running in, and an update to

• adjust-release-branch.sh

which we will need to produce the v3.2.0 release.

@handrews This only synchronizes main with dev and will ultimately be needed in v3.2-devbefore we can create v3.2.0-rel.

Merging this and propagating it to dev will allow merging PRs

• v3.1-dev: update from dev #4786
• v3.2-dev: update from dev #4787

which will bring the new coverage tool to the 3.1 and 3.2 dev branches.
