I'll re-port the changes to 3.2 as part of the section reorganization (separate commits, maybe separate PRs, still working on how to push all of that through, but I don't want to open another 3.2 PR right now b/c that will further delay the reorg). |

Technically no schema changes are needed (validation works correctly as-is), but they are possible to more clearly specify the default.
