Ready for review because the "GOVERNANCE" > "Project Charter" menu entry on https://www.openapis.org/ has been changed to use the link https://www.openapis.org/participatehow-to-contribute/governance without a slash between "participate" and "how-to-", so this seems to be the correct link for the time being.

If that changes in the future, LinkSpector will find out and tell us 😎
