Standard Migration.

Migrated directly from the last official 17.0 state (the module was never migrated to 18.0 in purchase-workflow, and this repo consolidates the *_tier_validation modules starting at 19.0).

Adaptations required for 19.0 core compatibility:

  • _state_to: ["ongoing", "in_progress"] -> ["confirmed"], matching the current purchase.requisition state values (draft/confirmed/done/cancel).
  • View: validated (removed boolean field) -> validation_status == 'validated', following the same field used by the sibling purchase_tier_validation/purchase_request_tier_validation already migrated in this repo.
  • website key updated to this repo.

Added a functional test covering the tier validation enforcement (action_confirm blocked until validated), verified passing both with and without demo data.
