Summary

add the shell window-tab chrome and terminal gutter work
preserve desktop integration behavior while bundling Ghostty themes in the Linux launcher path
bump the workspace and internal crate versions to 0.3.1 for release

preserve invoked claude-code lookup and shell-quote Claude hook paths inside injected settings
harden Kitty OSC 99 parsing for d=0 multipart frames and e=1 encoded payloads, with regression coverage

Follow-up fixes pushed on release-0-3-1.

surface agent-stop now resolves by surface ID before applying stop state, so moved panes do not leave a stale live agent process behind
agent-hook follow-up status, log, and flash updates now target the surface
