Completed the v3 migration rather than merging the CLI bump in isolation:

• migrated changesets/action to v2.1.1 and its renamed inputs
• passes GITHUB_TOKEN through the required github-token input
• explicitly preserves versioning of private workspace packages (v3 otherwise rejects our existing mixed changesets)
• removes the obsolete read-yaml-file v2 override
• adds a release workflow/config contract test

Verification: Changesets v3 produced a valid 26-changeset / 11-package release plan; infrastructure checks passed; full local pre-push validation passed (1,184 test files, 13,079 tests).

Completed the v3 migration rather than merging the CLI bump in isolation:

• migrated changesets/action to v2.1.1 and its renamed inputs
• passes GITHUB_TOKEN through the required github-token input
• explicitly preserves versioning of private workspace packages (v3 otherwise rejects our existing mixed changesets)
• removes the obsolete read-yaml-file v2 override
• adds a release workflow/config contract test

Verification: Changesets v3 produced a valid 26-changeset / 11-package release plan; infrastructure checks passed; full local pre-push validation passed (1,184 test files, 13,079 tests).
