Merge of #186 onto current control-panel, plus the companion mouse-protocol driver PR (#62, merged separately as #65). Fixed two real bugs the coverage test caught: the Classic Intellimouse entry had an empty
note(required field), and neither PID was registered in supported-mice.test.ts's manually-curated PID_UNIVERSE allowlist. Closes#186.
