fix(i18n): restore missing locale-picker popup styles - #200

The globe language menu JSX from the i18n work renders its options as unstyled inline buttons without this block, looking like a broken segmented control under the sidebar icon row. Port the .locale-picker/.locale-menu popup styles (absolute upward menu, themed tokens) so the picker opens as a popup again.
