Show Bloodline Ascendancy in top bar again

Description of the problem being solved:

Another attempt at showing loadouts on smaller screens without removing the ascendancy and bloodline dropdowns after public feedback and internal discussions. The "current build" dynamically moves to the side Bar under screen widths of 1600px which gives us enough room to move other elements in the top bar over and fit everything well enough. Save and Save As buttons have moved to the other side of the Current Build element so the dynamic sizing is easier.

Steps taken to verify a working solution:

• Validate at screen widths >= 1600 that everything fits in the top bar and the Current Build width limit accounts for the maximum length of a buildName
• Validate at screen widths < 1600 that the Current build collapses down to the sideBar and those elements in the sideBar shift down accordingly
