Add support for some 3.29 wordings

Description of the problem being solved:

This ports

• Add support for Cost Efficiency mods PathOfBuilding-PoE2#1313 for the cost efficiency wording. Credit to @Wires77 for the original PR
• Adds max power charge multiplier for assassin node
• Change fanaticism to have more instead of inc cost

I also wanted to add the "per red gem" multipliers etc but just couldn't get them to parse no matter what.

Steps taken to verify a working solution:

• Wires' tests for cost efficiency
• The others manually tested
