Support fallback server in case primary server is down

Basically we want to be able to connect to a 2nd server if the connection to the 1st choice server fails.

Related to #242.

Useful for when we're doing upgrades -- we can stagger them so that there is always at least 1 server online for client buttons to receive payment messages.
