Package notices: document exact bundled MongoDB version

Goal

Make the package notice identify the exact bundled MongoDB Community Server version instead of only a broad version family.

Suggested files to inspect

• THIRD-PARTY-NOTICES.md
• scripts/
• .github/workflows/
• Build scripts that fetch or pin MongoDB

Acceptance criteria

• The exact bundled MongoDB version is documented in the notice or generated notice source.
• The documented version matches the build pin used by installer packaging.
• Notice wording is platform-neutral where possible and does not mention only Windows paths for non-Windows packages.
• The PR explains how a reviewer can verify the version from a built artifact.
• The PR links back to Package notices: expose exact MongoDB license data and per-artifact SBOMs #13.

Validation

• Run git diff --check.
• If a notice-generation script changes, run the relevant package/notice check.

Out of scope

• Legal advice or compliance certification.
• Generating full SBOMs.
• Reworking installer packaging.

Thanks for opening the draft PR. You do not need to back off; #56 is a reasonable place to continue. I left a short note there about keeping the scope focused and adding the verification detail before marking it ready.
