Return fuzzy results if resource is not found

When searching for a resource and it's not found, we should use fuzzy matching to return possible matches like if the user made a typo.

Steve Lee (@SteveL-MSFT) is fuzzy matching allowed in the nuget query protocol? That would result in a ton of extra queries I would think. This would definitely make sense if the local cache gets implemented with PSGetv3 tho.
