PR Summary

This is to address PowerShell/PowerShell#17390

Remove WSMan client libraries from the Microsoft.PowerShell.Native NuGet package so that we stop shipping them with PowerShell packages.

The generated NuGet package looks good to me, but please double check and see if you spot any issue.
