[334] Add 'Resume your last prediction' card on dashboard return

Summary

• Persist in-progress predictions in localStorage via lib/state/inProgress.ts
• Show a ResumeCard on the dashboard when a draft prediction is available
• Save and clear draft state from the bet confirmation flow

Test plan

• pnpm test -- lib/state/tests/inProgress.test.ts
• pnpm test -- components/dashboard/tests/ResumeCard.test.tsx
