Issues with latest highs version 1.14.0

Issue Description

Python crashes when loading linopy if highspy 1.14.0 is installed with Windows Server 2019
Highspy issue here:

I don't think there is much we can do here about that. We want to try to import highspy to see if it is installed. If importing crashes python there is not much we can do.

Maybe, we can try blacklisting highspy==1.14.0 on windows?

I was thinking that we could check for windows and the highspy version and then attempt an import in a safe way (a subprocess so that doesn't crash python) and then log a warning about this issue if it cannot load. Do you like the idea or is it a bit too much?

The other thing I was thinking (not directly about this issue) is that it might be nice to have lazy-loading of solvers instead of importing all the modules and setting up all the solvers directly when we import the linopy module. That way the linopy module would load faster and would have less risk of importing issues with the underlying solver modules as it will only load the solver modules if/when they are needed

Feels like too much.

But we are rethinking the solver architecture currently to prepare for more direct io solver improvements: #628 . Happy to include on-demand imports there.
