refactor(ppvm-lindblad): split lib.rs along spec/basis/step lines - #215

The CTPP crate was one 1300-line file. Keep the public API and move the single-Pauli kernel, basis operators, and predictor-corrector into sibling modules. Also drop the unused approx dep, demote ppvm-pauli-sum to dev-dependencies, and strip 182-forward doc links. Co-authored-by: Cursor <cursoragent@cursor.com>

After Codex/pr180 symmetry design #193 merges and Continuous-time Pauli propagation: real-space adaptive Lindbladian evolution #181 is rebased onto it, this PR rebases with Continuous-time Pauli propagation: real-space adaptive Lindbladian evolution #181.Test plan
