Navigating up to a stack of blocks moves to the next connection of the first block instead of the last block

Description

Using the up arrow to move between stacks goes to the wrong place when the stack above is just a stack of blocks.

This works correctly when navigating up from an output connection, so copying the logic from the connection navigation strategy to the block strategy should fix it.
