Even if there is not the JSON, the rave.missing does work.

If there is not both the bower.json and package.json, rave.missing did not work.
Please consider the merge.

I must be missing something. I do not understand how this works. Also, I think you meant to edit this file: lib/crawl/common, the top-level rave.js file is generated.
