Simplify logic now that we have pkg_additional_info.yaml

After @traversaro‘a great work on adding new features and making it much simpler building subsets of packages, let’s remove the old logic around full_rebuild (assume it is always true) and skip_all_deps (assume always false).

We will need to remove these options in the vinca.yaml files of the various distributions.

I think we already removed full_rebuild and skip_all_deps logic in #67 ? I am afraid we still some of them around in actual vinca files.

I've gone through all repos and cleaned them up.
