Description

This PR adds support for OpenAI gpt-5.4-mini and gpt-5.4-nano with the minimum necessary changes.

It updates the OpenAI native model catalog to expose both models and adds gpt-5.4-mini to the OpenAI Codex catalog where it is supported. The pricing metadata for the new native models has been aligned with the current OpenAI documentation:

  • gpt-5.4-mini and gpt-5.4-nano do not use the >272K long-context
    surcharge metadata.
  • gpt-5.4-nano output pricing is set to 1.25 / 1M, with the matching
    flex tier output price set to 0.625 / 1M.

The accompanying tests remain intentionally narrow and verify only the newly added model metadata needed for selection and pricing behavior.

Test Procedure

  1. Run ./node_modules/.bin/vitest run api/providers/__tests__/openai-native.spec.ts
  2. Confirm the new GPT-5.4 Mini/Nano model metadata tests pass.
  3. Run git diff --check from the repository root.

Tested on:

  • Local development environment
  • Repository root: /home/peter/repos/Roo-Code

Description
This PR adds support for OpenAI gpt-5.4-mini and gpt-5.4-nano with the minimum necessary changes.
It updates the OpenAI native model catalog to expose both models and adds gpt-5.4-mini to the OpenAI Codex catalog where it is supported. The pricing metadata for the new native models has been aligned with the current OpenAI documentation:
  • gpt-5.4-mini and gpt-5.4-nano do not use the >272K long-context
    
surcharge metadata.
  • gpt-5.4-nano output pricing is set to 1.25 / 1M, with the matching
    flex tier output price set to 0.625 / 1M.
The accompanying tests remain intentionally narrow and verify only the newly added model metadata needed for selection and pricing behavior.
Test Procedure
  1. Run ./node_modules/.bin/vitest run api/providers/__tests__/openai-native.spec.ts
  2. Confirm the new GPT-5.4 Mini/Nano model metadata tests pass.
  3. Run git diff --check from the repository root.
Tested on:
  • Local development environment
  • Repository root: /home/peter/repos/Roo-Code
