Adds an on-by-default feature which enables num-bigint-dig/u64_digit.

Disabling this on 32-bit platforms (e.g. WASM) should improve performance.

Adds an on-by-default feature which enables num-bigint-dig/u64_digit.
Disabling this on 32-bit platforms (e.g. WASM) should improve performance.
