AES-GCM-SIV masks the highest bit of the nonce, and as the Ctr32LE type
is intended for implementing AES-GCM-SIV, it reflects this.
However, this makes the implementations of Ctr32LE and Ctr32BE slightly
different and therefore complicates a generic implementation.
This masking is trivially moved to the `aes-gcm-siv` crate, so this
commit removes the masking with the intent of moving it upstream.
