First commit tidies the pcolor/pcolormesh tests to combine all the common code (no functional change).
Second add tests that check the new 'contiguity_tolerance' kwarg is passed down from
iris.plot.pcolorand..pcolormeshinto the internal common routineiris.plot._draw_2d_from_bounds.Closes#3164
