`!tea` doesn't work retroactively

STR (AFAICT, I don't wanna try again in prod):

1. Shut Patch down
2. Do !tea
3. Start Patch up

Expected behavior: Patch catches up and gives tea.

Actual behavior: Patch is silent, and I am sad
