Reproduction steps

1. Open VSCode Copilot Chat in agent mode in this example I was using my own Qwen3.6-35B-A3B-NVFP4 server (running with vLLM, which does support tool calling)
2. Run @ruby /design Any prompt
3. See unexpected behavior Error message
