Builds on pingdotgg#5821's notification settings UI:

  • Replace the switch rows with selectable option cards (icon + title + description, 2-column grid) for event types, sound, and name visibility.
  • Collapse all sub-settings while desktop notifications are disabled, so the section shows only the master toggle.
  • Allow "Send test" regardless of the enabled setting — testing OS delivery is orthogonal to the preference (desktop showTest already bypasses focus suppression).
  • Inline the one-use wrapper components; typecheck, lint, and the 102 settings unit tests pass.

Targets the head branch of pingdotgg#5821 so the changes flow into that PR.

Builds on pingdotgg#5821's notification settings UI:
  • Replace the switch rows with selectable option cards (icon + title + description, 2-column grid) for event types, sound, and name visibility.
  • Collapse all sub-settings while desktop notifications are disabled, so the section shows only the master toggle.
  • Allow "Send test" regardless of the enabled setting — testing OS delivery is orthogonal to the preference (desktop showTest already bypasses focus suppression).
  • Inline the one-use wrapper components; typecheck, lint, and the 102 settings unit tests pass.
Targets the head branch of pingdotgg#5821 so the changes flow into that PR.
