Fix TanStack duplicate dependency versions

Move @tanstack/db from peerDependencies to dependencies in query-db-collection and offline-transactions to match the standard pattern used by other TanStack DB packages.

This fixes duplicate @tanstack/db installations when users have multiple packages installed together.
